I do not think that you should be concerned with his past actions, especially since they
were before he met you. You already said that the both of you have agreed to wait until
you get married. So this shows that he has given up on that part of his life and wants to
do the right thing. Just because he has done things with women in the past does not
mean that he will lead you into temptation.
Temptation will always be there, whether you are with him or some other man (even if
they have never been with a woman). So it does not seem fair to give him so much credit
for what you fear may happen if you stay with him. So unless he has given you reason to
doubt him - based on his present actions -
I think that you should let go of the past and accept him as he is now.  Everyone
deserves to be forgiven for their past mistakes and given the opportunity to move forward
and start anew.
